This file covers the decision corpus this project is built on, not the project
itself. See LICENSE (Apache 2.0) for the code and LICENSE-DATA (CC BY 4.0) for
the taxonomy, coding and metadata added here.

The corpus comes from:

  GAO-Bid-Protest
  https://huggingface.co/datasets/Kmisener/GAO-Bid-Protest

  and the earlier, smaller collection
  https://github.com/kmisener90/GAO-Bid-Protest-Dataset

Both were assembled by Kevin Misener. The Hugging Face dataset is the larger of
the two and is used here in the same manner as the smaller one: the decision
metadata, the PDF URLs, the 33-ground taxonomy and the per-decision coding were
derived from it using AI.
